Russian President Vladimir Putin is focusing on trade and cultural exchanges on his state visit to China that started with bonhomie in Beijing and a summit with China’s leader Xi Jinping that deepened their “no-limits” partnership as both countries face rising tensions with the West. Putin will attend the China-Russia Expo in the northeastern city of Harbin and meet with students at Harbin Institute of Technology. Harbin was once home to many Russian expatriates and retains some of these historical ties in the city’s architecture, such as the central Saint Sophia Cathedral, a former Russian Orthodox church. While his trip has been short on concrete proposals, Putin and Xi have made clear their ties are strong.

A funeral will be held for a Black U.S. Air Force senior airman who was shot and killed in his Florida home by a sheriff’s deputy. Friday's funeral for Airman Roger Fortson, who died at age 23, comes a day after his mother vowed during an emotional news conference to get justice for her son. The service will be held at the New Birth Missionary Baptist Church in the Atlanta suburb of Stonecrest. Fortson grew up in the area before joining the Air Force. Two weeks after the shooting, the Okaloosa County Sheriff's Office has yet to release an incident report, any 911 records or the officer’s identity, despite requests for the information under Florida’s open records act.

Israel will respond to charges of genocide at the United Nations’ top court after South Africa filed an urgent request with the court to order a cease-fire in Gaza. It's the third time the International Court of Justice has held hearings on the Israel-Hamas war since South Africa filed proceedings in December and accused Israel of genocide. South Africa told the court the situation in Gaza has reached “a new and horrific stage” and urged the 15 judges to take urgent action. South Africa wants Israel to “totally and unconditionally withdraw” from the Gaza Strip. Israel will respond on Friday.

Former President Donald Trump’s break from his hush money trial in New York includes a trip to Minnesota for a Republican fundraiser in a traditionally Democratic state that he boasts he can carry in November. Trump will headline the state GOP’s annual Lincoln Reagan dinner Friday night. It’s being co-hosted by Republican Party of Minnesota Chairman David Hann and Trump’s state campaign chair, House Majority Whip Tom Emmer. Trump came close to carrying Minnesota in 2016, when he fell 1.5 percentage points short of Hillary Clinton, but Democrat Joe Biden beat him by more than 7 points in Minnesota in 2020.

Human Rights Watch is urging the Thai government to stop forcing political dissidents who fled to Thailand for safety to return to homelands where they may face torture, persecution or death. The international rights group analyzed 25 cases over nine years and said Thai authorities violated international law by expelling the dissidents. Many were Cambodians who were forcibly repatriated with the suspected involvement of Cambodian security personnel. But the group also concluded dissidents from Vietnam, Laos and China were tracked down and abducted, or forcibly disappeared or killed. The report said that Laos, Cambodia and Vietnam, in return, helped the Thai government to spy on Thai dissidents who had fled political repression in their own home country.

Taiwan is reducing its reliance on the Chinese mainland as it seeks to insulate itself from pressure from Beijing and forge closer economic and trade ties with the United States. In a stark illustration of the shift, the U.S. displaced mainland China as the top destination for Taiwan’s exports in the first quarter of the year for the first time since the start of 2016. That's when comparable data became available. The world’s biggest maker of computer chips, TSMC, is among the companies shifting manufacturing to the U.S., Japan and other countries as a part of that trend. Meanwhile, the island’s investments in the Chinese mainland fell to the lowest level in more than 20 years last year.
